Try turning the headlight switch clockwise (opposite of most vehicles)
A 2001 Chrysler Town and Country does not have an interior fuse box. All fuses are under the hood next to the battery.
The body computer is in control of the interior lighting.

The fuse box in under the hood. It's in the top right hand corner just to the right of the battery. It says "Fuse" on it. I am a Chrysler mechanic, the last Town and Country with an interior fuse box was the 2000 model. A 2001 does not have n interior fuse box.
It controlls the theft alarm, interior lights, wipers, part of the hvac system, cluster, etc.
If it is like my 2001 you would pull the head lamp switch out when the headlights are on
