Its should be behind the glove box.. held in by 1 screw

In most GM vehicles it's just to the side of the glove box. You'll need to pull the glove box apart to get to it. Usually it's just a few screws.
with my 91 SE its...remove the one screw holding the dash on which is located in the glove box then pop the top dash assemble off.In order to remove the speakers, you must remove the "Dash Pad". It's held in place with clips and a couple screws. Start by pushing up in the center of the dash pad. Then remove the screws.

To find the turn signal flasher remove the ash tray and it's mounting bracket. It's located just above the ash tray and below the stereo. The 4 way flasher requires removing the glove box and is located on the back right side behind the glove box.

They are all different. try looking in the glove box it might say in there.
The ECM is located behind the glovebox on a 1991 Cutlass Ciera. Pull the glove box out to see it. Once located remove the mounting hardware and unplug it from the car. Replace the unit.
behind the glove box to the left if your facing the windshield. I had to drop the glove box door out of the way, take the plastic stuff off on the inside . there are 2 flashers on my 1990 one for left / right
