Assuming you are talking about a 13 digit vehicle vin, The year is identified by the 10th digit and starting from 2000 to 2009 the 10th vin digit went up from 0 to 9 depending on the year, so if the 10th vin digit is 7 than it is a 2007 this is only true for north American vehicles as European and Asian vehicles have a different system.

Unfortunately with a vehicle that old it's hard to research it. There are no data sources that have pre-1981 vehicle history information that I know of. You could try checking with the last DMV it was registered at to see if they have any information on it.

The alphanumeric system used in VIN's is unique to each make or model of vehicle. They are not standard across all the entire industry.
