∙ 15y agoMay be different in different states, but in general a person of the proper age to drive, does not have to own a car (or insurance) to get a license. If they have a learner's permit, they can drive w/ an adult to the DMV to take the written test & driving test. If they do not have a learner's oermit, a friend/relative can drive them to the DMV & if they pass the written test, they can drive the same car for their driver's test.
