First remove valve covers, then start car; listen for clattering "tick tick tick" sound. While runnig at idle, adjust one at a time. Slowly loosen the rocker arm till it "clatters", then tighten 1/4 turns till it quiets down. Then move on to next rocker arm. "DO NOT OVER TIGHTEN!!" Adjust all the same, there are 16 of them to do. 2 per cylinder. This is a dangerous job because the engine is running so please take caution!
There are no adjustments on a stock Pontiac valvetrain. You simply torque them to 20 ft lbs. Pontiac did not use locking rocker arm nuts. Any attempt to adjust them like you do a Chevy will result in the rocker nuts backing off.
YES they are.
Under the rocker cover.
how do you adjust the timing on a 1977 350 Chevy engine k-10
Look for a plug or cap in one of the rocker covers.
PUSH rods and rocker arms... yes.
It has adjustable rockers.
Probably a sludge problem.

You could remove the rocker covers and watch for a rocker that is not moving up and down as much as the rest.
Rocker arms are set to a specific preload or backlash on v8 Chevies. There is no torque specification.
