The air/fuel ratio is controlled by a set of instructions within the ECU(electronic control unit) or ECM. It can only be adjusted electronically with computer equipment that intercepts signals from the various sensors and basically fools the engine computer into allowing more or less gas to be injected. It is possible with those models but is not easy. JSM
Torque the head bolt on a 1993 Toyoto 22RE three times at 58 foot pounds of torque. The 22RE head bolts are not torque-to-yield (stretch), and are re-usable. Torque is 55-63 foot pounds. Thoroughly clean the bolts on a wire wheel and inspect for pitting, especially in the threads and replace as necessary. It is also recommended to re-torque them after about 1,000 miles. ChaCha!

there is an Allen screw and a nut on the throttle cable you loosen the nut and the screw and adjust it to make it idle up or down.
