The Statues vary between states. But 450 ft is a generally accepted distance. The statutes do not get into more detail than to illuminate a person or object. It is much easier to recognize a person who is wearing white clothes against a dark background than a person in black. Therefore it is difficult to measure. Some states refer back to the FMVSS 108 lighting standard which gives acceptable Candela (luminence) values at specific locations in the beam when recorded at 18.3 meters away.
