I would not advise buying out of state no matter how good it sounds. There is no way to keep it risk free & you can get the same car near you. If they are a legitimate dealer, they can ship to a dealership near you & if you like what you see, then buy it. I have had this done in the past. Even if you have to pay for shipping, it's cheap insurance & imagine what you save if it's not as represented.. Get it checked out before you buy if not warrantied. For less than 100.00 there are lots of companies that will go anywhere to inspect a car for you.

Yes, that is included in the final cost of the car. Registration is paid to the state and any fees that goes with it. So, you don't pay the license to the dealer, but the state.

If you live and register the car in Illinois then you will pay the Illinois car dealer for the sales tax. If you live in a different state than where you bought the car the dealer might collect the sales tax if the two states have a cooperative agreement. If the states do not have an agreement you will pay the sales tax when your register the car.
