I had the same problem with my ram 1500 pickup. It is one of 2 things, first the easy one. If any of your running lights are burnt out, even if the turn signal part works it can heat up and blow the fuse in the fuse box under the hood. That is what happened to me but if its not that you have a short somewhere in your wiring and you need to find and fix the short
there are 2 relays in a black box underneath the dash on the right hand side pop the cover off it will reveal your 2 relays. one for dome lights other for running and dash lights
Does it have Daytime running lights? It will be on with them
Check all fuses and check for burn out headlights, high and low beams
I have a 1991 Chevy surburan and it has no tail lights and no dash lights, all fuses are good
Try looking at your tail light socket if it is fried that will blow the fuse

yes there is a small toggle switch under dash to turn them on,

If all the dash lights are out, it is the switch that is the problem.other wise, you have to remove all the lowre pannels to get at the bolts that hold the dash cluster in.
