At high speed, there is a lot of flexing of the rubber, which causes heat, which heats the air inside the tire, which increases the air pressure. If the pressure was too high to begin with, the increased air pressure can be high enough to cause the tire to burst.
The heat from the sun causes the air molecules inside the balloon to expand, increasing the pressure within the balloon. If the pressure becomes too high, the balloon will burst to release the excess pressure.
Definately avoid driving at high speeds, and get it in to see a mechanic to see what is going on. It might be nothing, but it could be something serious.
