The heater core on a Dodge Dakota is inside the HVAC housing, under the dash.
A possible cause could be that you have a clogged heater core.
heater core is leaking.

It is located behind the passenger side dashboard. The dashboard has to be removed to replace.
Cold air blowing out of the heater is a sure sign of low coolant. Antifreeze running out of the front of the motor _could_ be a bad water pump. The two go together like ham & eggs.
I wouldn't think you could flush a heater core. you can flush a radiator. Heater core you would have to replace if it is leaking or stopped up
