It would be helpful to know: What vehicle you are working on. The condition of the rear brakes, and were they also bled. Does the brake fluid level stay full, if no then there may be a brake fluid leak.

If it is a brand new master cylinder, it needs to be bench bled. If it was removed from the vehicle, it needs to be bench bled. If the brake lines were disconnected from it and there was a lot of fluid loss, it needs to be bench bled.
