Just replaced the headlight bulbs in a 98 Grand Cherokee that had the same problem. It had the wrong bulbs in it. It had 9007's in it. Calls for 9004's.
Daytime running lights on a Honda Civic are the same as normal headlights. To fix or replace them, locate the headlight housing in the front of the car. Remove the plastic housing and replace the bulbs.
No, it's not, it's no more illegal than having your daytime running lights on.
Seperate circuits I believe.

I am having the same problem with a 1994 model. The high beam indicator is also on. I believe it is related to the daytime running lights because when I turn on the headlights the lights get brighter. As I understand it daytime running lights are the highbeams at about 50% power. I need to find where that relay is and test/replace it. wish me luck...
We have both a 2000 Safari and Astro and the lights turns off the same in both vans. To the left of the lights knob there is a button you can press to turn the dome lights on and off. If you press it 4 times it will turn your running lights off. The headlights automatically turn on in our vans and they are turned off the same way.
Open the engine compartment hood. Take hold of the day time running lights connector. Push the connector in and turn at the same time. The light bulb will come out.
On my 98 sunfire, the tail lights and marker lights only work if you turn on the headlights. If only the daytime lights are on, the Pontiac on the trunk is illuminated but no other lights at the rear until brakes or turn signals are activated. This is common with a lot of vehicles out there. Daytime running lights are not necessarily the same candle power as the headlights. I can tell a big difference in mine.
Basically, it comes down to the year of the vehicle, and whether it has "City" lights. Running lights (a.k.a. daytime running lights) can be an intergal part of the headlight bulb, meaning that it's the same bulb, as your low beams, just lower voltage signal. With city lights, you need a different bulb. Refer to a Repair Manual (I prefer Bentley [TM]).
That means you have a small kinda short in your lights. Mine did the same thing. Its the adapter that plugs into your lights. You can buy a new one for like 9 bucks at autozone.
Probably not. Many newer vehicles have a similar feature that allows certain lights, usually the daytime running lights (headlight switch is off, but headlights are on low intensity high beam) and related ones, to turn off when the parking brake is engaged. I suspect that you will find that your daytime running headlights do the same thing. It is simply the vehicle 'realising' that the parking brake is on and, therefore, the running lights are unneccessary.
