Why don't my Chevy lumina brake lights work its not the fuse?

Turn signal switch in the column..sounds crazy but it is it if it isn't in the switch at the pedal...took me a while to figure out...it is a pain to remve air bag and other parts in column,,,,need a few speciality tools
