normally, if the engine has a lot of miles on it , it is very possibly that it could be bad valve guide seals, when they are worn, or torn, it will allow oil to by pass the seal, and enter into the combustion area where the spark plug will be fouled due to the oil entering, also it could be bad piston rings, you would have to give the engine a compression test to find out if the compression in the cylinder is lower than the other cylinders, once to find the lowest reading on a cylinder, you can pour a tablespoon oil motor oil into the spark plug opening, and wait 1 minute to let it rundown the side of the cylinder, then give that cylinder a compression test again, if the reading is higher, chances are you have worn piston rings, if the reading stays the same, it could be a burnt valve, that is if the engine is missing out.
