because tyres are made up of rubber which is black in colour as it contains carbon black.
Bicycle tires are often available in red, yellow, or blue. I've also seen solid forklift tires in various colours. However the quality of the rubber deteriorates quite a bit with the addition of the colour tints. This is probably the reason coloured tires are unavailable for automobile use. Having a tire fail at highway speeds simply due to the addition of tints would be unacceptable to most or all safety governing bodies.
