On a 1997 Plymouth Voyager, the relay for the rear wiper is found under the hood. It is in the fuse housing on the passenger side.
In the power distribution center under the hood. It is the 30 amp fuse also there are 2 relay's there.
Bent or misinstalled wiper arms.

All 1996-2000 Plymouth Voyagers take 28" replacement windshield wiper blades on both sides front.
Under the black cowling at the base of the windshield.
If its like a 96 you remove the windshield wiper motor and assembly
If the wipers are not working it may be the wiper relay.....The fuses are usually listed in order on the top or inside of the fuse box cover.......Thats where they are listed for my 1980 733i...........Hope this helps.
On a 3.3 or 3.8 you may have to remove the wiper cowling to access.
