*CORRECTION* The fuel filter for the 98 Forester is actually under the hood on the right side about between the battery and the Transmission Fluid dipstick. It will be a cylindrical black piece with 2 hoses protruding from two nipples on the top. It should be changed after 100K or around that. Just unscrew the clamps on the hoses and work them out. It'll leak some fuel after you pop them off, but its no big deal if you pop on the new filter immediatly after.
