Sounds sketchy to me, but I can't find it either. ***Many (most I think) cars have two drains in the cooling system -- one on the bottom of the radiator and one on the engine block. You normally open both when changing the coolant because the coolant won't drain out of the block very well if you don't. I expect that the dealer and chief mechanic were answering the question "Where is engine block coolant drain plug?" I have just been crawling around under my 2002 Protege which I think has much the same engine as the 1997. Damned if I can find a drain plug on the block. The Coolant Drain Plug for a 1997 Honda Accord LX 4cyl is at the bottom of the Radiator on the left side, if you were facing the Vechiel. It if stock it looks like a Black Medal Wingnut, unless different Drain Plug was put in by previous Owner. The block drain is an 8mm plug next to the oil filer on a 94 Accord LX 2.2L. 94-97 might be the same. There is a 10mm plug near the oil filter also, but it contains oil... I know. I have tried to remove my coolant block drain plug but without success so far... It is torqued! hw
At the under side of the radiator on the drivers side.
The block drain plug is on the front side of the engine. It is located directly underneath the exhaust manifold. It takes a hex wrench to open it up.
Drain cock for the coolant is on the lower passenger side of the radiator toward the engine bay side of the radiator. Difficult to get at, but nothing a long, man-sized screwdriver can't solve.

drain all coolant from block and rad. remove the plug (located at the rear right hand side of the engine block). clean out the hole. put your heat coil in the hole pointing towards the 6'oclock position. tighten up the coil assembly to 25 lbs. refill collant, and start up to check for leaks.
I have recently replaced Thermostat on my 1999 New Jetta GLS. Here is what I did and the replacement was successfull. First, the coolant has to be drained completely. Locate the drain at the bottom left side of radiator and drain the coolant from radiator. Then drain the coolant from the engine block. I did not do the second drain and got about 1 pint of coolant spilled during the thermostat replacement. Detach the hose from the thermostat housing cover at the front of engine block. Pull the metal hose clamp back over the hose. You will need wide angle pliers to loose the clamp. Reattachment during reinstallation will be more difficult. Remove the bolts/nuts and detach the cover. You will need 10mm size wrench (or Allen wrench) to do it. I got very anxious when I find out how inaccesible are the nuts. The Allen wrench would work better if I had one with the right size. Use screwdriver to gently remove the O-ring. It is recommended that you get a new O-ring. Remove the old thermostat, place the new one, then O-ring and the remaining steps are reverse of installation. Remember to close the coolant drains before refilling the cooling system - the old coolant can be reused. The coolant must be added gradually. The engine should be turned on for a while to allow the coolant to reenter all the space in the engine block and radiator.
