Bank 2 is the drivers side of the engine in a Lincoln Navigator
Sensor 1 is in the exhaust before the exhaust enters the catalytic converter
so it would be close to the engine / front of the transmission area
Take out the battery.
98 navigator (230)hp is 10.3sec 99 navigator (260)hp is 9.6sec 99-02 navigator (300) is 7.7-8.6 03-04 navigator is 10.3 with the 99-02 navigator engine 05-60 navigator is about 8 with the 04f150 engine 07-now navigator is 7.8-8.8

they are under a panel by the fuel rails. they are very hard to get to.
According to the 1999 Lincoln Navigator Owner Guide : The fuel pump shut off switch ( inertia switch ) is located in the front passenger footwell , behind the kick panel
Under the windshield washer fluid resivour on the lefthand side.

Bank 1 means where number 1 cylinder is. sensor 1 is the O2 sensor before the cat. converter, not after the cat.
With engine oil filter change ( 6 quarts ) according to the Owner Guide
