I'm not sure about a Pontiac, but on my mom's Ford Escort it is located under the all the plastic housing where the gear shift is mounted on the floor. It should be located somewhere near your safety interlock override button, as this is attached to the solenoid itself. You can use the override button to bypass the solenoid if it quits working so that you can get at least get your car in gear until you get a chance to replace solenoid.

There SHOULD be a switch on the brake pedal that disengages the gear shift locking solenoid. Once you press on the brake pedal, the gear shift should move easily. If not, either the switch or solenoid has failed, or one of them is out of adjustment.
Check the shift unlock solenoid. The solenoid is known to go bad and cause this issue in a tracer.

That clicking noise you hear when you press and release the brake pedal is the "Shift Lock Solenoid" engaging and disengageing. The shift lock solenoid is located below the center console directly underneath the gear shift lever. That sound is normal.
