definitly a part...either the odometer unit itself, a speedometer cable or just the gear that's in the transmission under the cable...I say this as I've never seen a digital speedometer on any topaz or tempo from 1990 a before

You should be able to no problem, Ford had the same body style from 1980 to 86 then the next generation from 87 to 91.
I have an 86 and it is. If first gear is not really low, it probably is.

no not really , but you can bleed air from it by the same method of bleeding brokes
I think you have to put it in 4wd in the cab and then go outside and on both front wheels, there is a round hub in the middle of the wheel. You have to turn those the direction it says to lock them. That's how it is on my '86 Ford F150.
