An aircraft navigation system in which radial and distance information from a Vortac station or distance information from two or more Vortacs is used to fix aircraft position, so that navigation is not restricted to airways or direct routes between stations.

For example, the FSS for the area where I live (Phoenix AZ) is at Prescott airport, phone (928) 778-0314 There are various frequencies which are remoted to various VORTAC facilities, the frequencies for which are as shown on Terminal Area and Sectional charts. These FSS's are run under contract to the FAA by Lockheed, Martin Inc
A VOR, or VHF Omnidirectional Range, is a type of radio navigation system used by pilots to navigate and determine their position relative to a ground station. VORs transmit a continuous signal that aircraft can use to determine their radial from the VOR station, helping them navigate along a specific course or airway.
