It could be that the gauge itself is not working, or it could be a bad sensor.
The sensor in older cars is a float which could become stuck, especially if the tank was emptied completely.
A blown fuse for the instrument panel will make the tank show empty (or full in some cars).
If the car is still not running and the tank shows empty while it is really full, then the fuel pump may be defective.
You could not have filled it up all the way.

Just filled up the tank for the first time and the tank was nearly empty. I'm guessing the tank is about 12 gallons, because it took about 11.5 gallons to fill it up.

Why by-pass. Just drop the fuel tank and replace the elect. pump. Just make sure the tank is close to empty when you do this.
You might have air in the line, from the new fuel filter being empty. If you didn't put some fuel in it before you hooked it up, you probably just ran on whatever was alread in the line between the filter and the engine.

no it will just take a few moments to start after you put gas in it. It can if there is sediment in the bottom of the tank and it clogs the fuel filter. Fuel filter could clog. Fuel Pressure regulator could fail. Fuel pump can burn out.
fuel sending unit in the fuel tank..... cost alot of $ and you have to cut the exhaust...... just keep it full and drive that mf'er
