It is not advisable to install a car horn without a relay. The current draw of a horn is too much to run directly through the car and horn switch. Relays are used on items that have a high current draw for this reason. It is an unsafe practice to not use a relay in these conditions. You would not want to catch your car on fire.

The car horn is a warning device. Car horns in most states are ONLY for emergencies! Not to tell other drivers to move on, not for calling people from their houses or such non verbal communications. Some locals will give tickets for improper use of the horn, especially around schools and hospitals. Check your local city ordinances and state laws for the proper use of car horns and other noise making devices such as your car radio.
I have two answers, one with a question. 1. Why use this feature anyway? You press the lock button twice to get the horn, right? What's the point. Just press it once, you see the lights blink, you know it's locked. No need to tell the neighbors everytime you lock you car doors with the horn. 2. If you must use the horn function, how about adding a logic circuit between the horn and the ignition? This way, the horn will only work when the ignition is on. You will need a power AND logic circut.
It could be the relay or the horns. It could also be the contact ring under the airbag. The horn relay is in the same fuse box as the horn fuse. Have someone depress horn inside car and feel for relay clicking. Unplug horn and use multimeter with horn depressed to check for power to horn.
You can install car air horns by opening the hood of the vehicle and choose the best place to position it, use self tapping screws to mount the horn, place the compressor to the tubing and test the horn.
