Probably a issue with the multifunction swith (headlamp switch). You'll need to test the switch.
Check the switch on turn signal stalk - do they work when you pull back on stalk? Check relay in power distribution box
To turn on the highbeams of a 1998 Ford Windstar, bring your lever that controls the wipers toward you and release that turns the highbeams on. To turn off highbeams just push the lever towards the dash.

On the '08 impala, the highbeams are controlled by the turn signal/windshield wiper control lever. Each time you pull backwards (toward the driver) on the lever, the highbeams will toggle between off and on.
its the switch but i can use the switch when i start it with the ebrak on! it functions properly until the ebrakes off. then its just highbeams all the time from there. i have to actually shut off the car and start it with the ebrake on to do anything. if it was the switch wouldnt it not work properly ever?

the fog lights work with the low beams , they wont come on with the high beams

Ok... need a little more info here... but if the high beams work manually, but not with the auto dimmer, my first guess would be that you have a faulty relay somewhere in the system. If the highbeams don't work at all (manually or otherwise) then I would guess the highbeams could be burned out, or you could have a faulty dimmer switch / relay. Good luck! .
