The fuel filter is part of the fuel pump. It doesn't need to be changed unless the fuel pump goes bad.
If it is the 4.3 carb, the fuel filter is about 2 inches long and located at the end of the fuel line where it goes into the carb. Easy to change, just unscrew the fuel line where it goes into carb and you will see a filter with an orange pleated center.
After the air filter, the air goes into the cylinder as a mixture with the fuel to be burned.
