This is the indicator for SRS (Seatbelt Restraint System). The orange circle lights up and flashes when you start the vehicle indicating it is doing a diagnostic test of the seatbelt system and airbag system. If it stays lit this indicates a failure, which you will need to take it to a dealer to have it checked out.
