Check all electric system, mainly alternator. Alternator's brush may be worn out.
Instead fixing the brush, it is advisable to replace the brush, unless you are referring to the brush case, or the connection of the brush, or something else related. It the brush is blocked, use an appropriate spray to release it, or both brushes. Watch closely on the brush spring also, it might not to be blocked as well.
The brush holder in an alternator keeps the brushes held to slip rings with spring pressure (or commutators in generators or some motors) which provide electrical contact to electromagnets in the spinning rotor. By varying the electrical current through the brushes to the rotor magnets, you can adjust the power output of the alternator as needed.
Voltage regulator is built into the Alternator/brush carrier. Requires removal and at least partial dis-assembly of the Alternator to change out. Good luck.
The most probable cause is a bad connection somewhere in the alternator > battery circuit. Check if the alternator is operational. Clean all contacts with a steel brush.
the common cause why the light is on is that your alternator is not working well,try to have your alternator checked .may be the carbon brush is already worn out.
Is it possibly a broken/missing alternator or serpentine belt? (nope just alternator light) It can also be a failing voltage regulator within the alternator, or a failing alternator itself. It is usually the carbon brushes in the alternator when both lights come on, it indicates a field problem with alternator Brushes are not to hard to change on a toyota, just remove the alternator from car, remove rear cover unscrew the brush holder and rectifier?(they are attached together) and install new brushes... you will need a soldering iron. It is a simple repair and at less than 10$ is more affordable than replacing the alternator. VW and Volvo have removable brush holders that unscrew from back of alternator Gm Ford and Mopar, you may have to split alternator to change brushes, there is often a small hole in back of alternator where you can use a piece of wire to keep brushes compressed when you put alternator back together easy job ... save your money
If you allready have alternator apart, you might as well. But if you can determine that brushes have alot of life left; it's your call.
The battery is not charging, probably because the alternator has no output. Exchange alternators are readily available but not cheap. Check alternator belt tension. Remove, inspect and replace alternator carbon brush pack as necessary. After that, if still not charging, swop out the regulator.

i presume you are talking about the rectifier regulator and the answer is no it would not charge a battery without this if you don't know what the part is i dought you will be able to know what is wrong with your alternator you could have winding problems or brush problems also
