A cam shaft generally open and closes the valves. This is a driven component by a belt or chain to the crank shaft.
The adductor muscles control the opening and closing of the clam valves. When these muscles contract, the valves close, and when they relax, the valves open. Clams use this mechanism to protect themselves from predators and regulate their internal environment.
Rocker arms, in conjunction with the camshafts, do so. The camshaft has an egg pattern on it, and this pushes the rocker arms up and down. The rocker arms are connected to the valves, and this puts the fuel/air mixture into the engine, then takes it out again

The camshaft ( it actuates the opening and closing of the cylinder head valves) has to be synchronized with the crankshaft (via the timing belt). Otherwise the pistons would hit and bend the valves. The spark plug firing has to be synchronized to the compression of the gas fuel mixture. The fuel injectors have to be synchronized to the opening of the intake valves.
