Check your brake fluid, probably low.

emergency brake light stays on
The light on the dash that says the emergency brake light is on could have burned out if it does not light up when the emergency brake is actually on. In some vehicles, this light will not light up until the car is put into gear to warn the driver that the emergency brake is still on.
Brake fluid might be low, or the switch for the emergency brake may be shorted to ground (making the car think that the emergency brake is on).
Having too much play in the emergency brake handle in the middle of the console could lead to the brake light flickering. At least this was true for me.
If the red " BRAKE " light in your dash is on that indicates that either your parking brake / emergency brake is on , or the BRAKE FLUID LEVEL in your brake master cylinder ( located in the engine compartment ) IS LOW

Brake light, on your 2000 Chrysler Concorde, by accessing it from the inside of the trunk. Take hold of the brake light, push in and turn. The brake light will come out.
If the brake fluid level in the brake master cylinder is low ( in your engine compartment ) that will also turn on your emergency brake light just as if the emergency brake was applied
Check the brake fluid level, as on many vehicles the "emergency brake" (in the UK, Hand-brake) warning light also acts as a warning light for low brake-fluid.
