A 1996 Chrysler Town and Country does not have a speedometer or odometer cable. That signal comes from the transmission output speed sensor.
It is the system that actuates the throttle plate electronically. This van does not use a throttle cable.
You can not disable the odometer by pulling a fuse.
There may be a broken gear inside the odometer.

Cycle the key on, off, on, off, on and watch the odometer for the codes.
On a 2001 Chrysler Town and Country, the fuse for the speedometer is located in the fuse panel. The panel can be found under the hood next to the battery.
Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.
