The concentrations are low enough so the impact is minor. Numerous oil spills occur every year with only minor impact to the environment. Some oil is spilled when tankers complete their loading or unloading. The environmental impact in these cases usually minor. When large quantities of oil are spilled into an ocean, the environment is harmed and a dangerous condition exist for boats in the area.
Every day some oil gets into the ocean. Nearly every car will leak some of it's oil. You drive down the road and it drips oil. You drive across a bridge and it leaks oil. When it rains all of that oil is washed overboard where a lot of it ends up in the ocean. A boat engine also leaks some oil. The difference is that the hull of the boat catches the oil so the oil does not show up in the water until the bilge pump comes on. Then you get fined by the Coast Guard. Where as all the cars get off Scott free.
