Universal Cats can run fro $60 to a few hundred depending on the installation. There are a lot of universals that do not come with flanges so they cannot bolt up directly to the original exhaust and need to be welded in. The advantage is you don't need to spend the money on an OEM cat but you have to have the mechanic weld it in. I believe you would still save money.The major disadvantage is that these universals may not perform up to the spec of OEM. A lot of engineering and design go into finding the optimum performance of the engine and emissions system. I know they cost a lot of money but OEM is the way to go for the entire exhaust in today's low emission cars. If you have a car before 1995 where emissions are not tested, an aftermarket is probably the way to go.
You do not fix a defective Catalytic Converter, you replace it. A replacement converter will cost from $250 to $400 depending on brand and quality. OEM will be around $300. Labor costs are not included.
