I read a report maybe ten - fifteen years ago about an experiment conducted by Mercedes-Benz on heavy-duty truck Diesel engines. They found that switching the engines off and back on again thirty times per minute - i.e., about as fast as it is possible to do - used less fuel than leaving the engines idling for the same minute. This would seem to answer this question! But I cannot find the original source document. Can anyone else help?
Cars emit the most pollutants when accelerating. If the lights are synchronized to allow the heaviest flow of traffic to move without stopping and starting the need for acceleration is minimized and pollution reduced. An added benefit is that, since cars also emit more pollution when idling, unless they turn off their engines, allowing more cars to travel in their most efficient engine speed range is enhanced by light sychronization.
Most '86 Caprice engines were fitted with a four barrel carb which requires occasional adjustment to keep idle at reasonable speed.

Irratic idling condition is indication of intake/inlet manifold gasket leak. Change gasket immediately. This particularly applies to EFI engines. Newaz.
Yes, That is why new cars are coming with a stop-start feature. I the engine will shut off if the car is stationary for a given amount of time( to improve mpg).
