This information is right in the owner's manual. No comment on the wiper arm if it was pulled up to a stationary position prior to removal of the blade. Force does not seem to snap the arm back to the windshield.
To swing back the arm to the windshield, open the hood to have easy access to the wiper base which has a plastic cover. This cover can be snapped loose with bare hands and this will allow the wiper arm to get unstuck and to go down.
^To whoever wrote that: don't you think that if we HAD the owner's manual or if the owner's manual was helpful that we would get online to get this question answered?

how do you get to and replace the wiper moter on a 97 marquis
The method is the same for all 89-97 Cougars (and Thunderbirds). Lift the wiper arm/blade up, then insert a flathead screwdriver into the center to release the spring. Then just pull the blade off from the wiper arm. Most of the time you don't even need a screwdriver. You can basically just pull the blade from the arm. -Coleby
