To replace the speedometer cable on a 1986 Chevy Celebrity:
According to my factory service manual:
1. Remove the trim panel underneath the steering column.
2. The cable is held in place by a quick release button. Reach up by the steering column and push the quick release button and pull the cable off.
I like to attach a wire or string to the cable so that I have something to pull the new cable in with.
Then under the hood:
1. Pull the speedometer cable out of the dash, if you used a wire untie it.
2. Follow the cable to the other end at the transaxle. Unscrew the nut that holds the cable to the transaxle, pull the cable out.
Reverse these steps to install the new cable. Be careful to follow the route of the original cable.
