I have 2 98 Explorers and have had to change the parking brake pads in both (they look like and go tegether like the old drum brakes). The first one I did at the same time I changed the rear axel seals so the shoes were a piece of cake (just like changing drum brake shoes) the other explorer I worked around the axel and that was a real pain. Ford sells the brakes and the plate and all the hardware already assembled all you have to do is remove the axel and the cable. I would do it that way if I have to do it again. It may sounds like alot of work but it was easier in the long run. plus the hardware on both was rusted so I replaced it also.

My Explorer uses small parking brake shoes inside the back of the back rotor
I dont think you will have to release the park brake cable... simply unbolt the caliper and the caliper bracket if neccesary, and leave the cable attached

Hi, First you remove the wheels, the calipers and rotors. Then you are gonna see the shoes behind the hub (the part where the wheel is bolt on). It is quite difficult to replace if you don't have much mechanic skills and tools.
2001 #2500 series rubber gromet on backing plate , remove , parking brake adjustment shoud be visable . use brake adjusting tool to rotate star wheel on inturnal parking brake to losen P. brake. then remove brake rotor and pads check P Br. shoes alot of work! mike s.

Disc brakes , front and rear ( there are also a small set of brake shoes in the backside of the rear rotors that are used for the parking / emergency brake )
there are brake shoes in the discs too . just remove the discs and you will see them. they are applied by a cable.
check the parking brake cables, any applied tension, and condition of the brake shoes
