remove the front right tire. Look for the hex that is located behind the wheel well where the belts are. use a large hex wrench and turn it to release tension on the Power Steering pump/AC belt. Remove belt, replace with a new one in reverse order.
There is little to no room under the hood to insert a tool to relieve tension on the belts so the opening for a hex wrench is located in the wheel well, above and to the right of the tire which has to come off.
Could be a broken Power Steering belt or low fluid level or power steering pump failure.

Yes, if the belt driving the A/C was driving anything else. See if Dodge sold the 1995 Neon without A/C. If so use that belt layout. The AC and power steering are run on the same belt. my 95 neon lost the AC a while ago and the belt was simply replaced with a smaller one that just drives the power steering and leaves the AC out.
The alternator will move in and out to tighten the belt and the PS pump will do the same

located on the right side of the engine (where the belt is located that runs your air conditioner, power steering pump..ect ), It's located underneath the black plastic cover which covers your timing belt..It's pretty much located near the timing belt.
