My father has a 1996 Dodge Caravan code P1698 comes up, check engine light on most of time, and dash lights off most of time. When dash lights come on, the check engine light stays on also. Can you tell me what my next step is to resolve this problem without a mechanic telling me it is something it is not that may cost more than the actual issue?

A scan tool is required to clear the check engine light. If the failure is not repaired, the light will return.

There are pages and pages of causes for a check engine light. You need to have it checked for codes with a scanner to know what to diagnose. After the repair you can clear the code with a scanner.
Check AC drain and clear the blockage. Also look for firewall sealer skips.

Check the rubber around the wiper arm. Clear the drainson each end ofthe wiper. Ther is asmall rubber hose on the firewall behind the Engine that comes out of a galvanized piece kind of in the middle maybe to the left side somewhat. Make sure this 3/8 rubber drain hose is clear.
The engine compartment fuse and relay box is located left side of the engine compartment. After removing the lid, refer to the fuse box lid for help locating the fuse you want.
Trying to clear the check engine light in a Kia Sorento yourself is not recommended. The check engine light could indicate a serious problem and the car should be inspected by someone qualified.
