Remove both halves of the air filter housing. On top of the air horn right next to the fuel injector is a square cover with 4 screws equally spaced. Remove the 4 screws and remove the rubber fuel pressure regulator diaphram. Note position of the spring and install new parts in same postition. Its very important to be careful installing the new regulator to be sure there are no kinks or overlaps. IMPORTANT NOTE: to avoid breaking off the screws it is adviseable to start the car and warm it to operating temperature before attempting to remove the screws. after re-assembly, cycle key a few times to purge air from system. Job is complete
The fuel pressure regulator is located on the fuel rail of the vehicle.
Remove the fuel regulator retaining screws. Remove the fuel regulator wiring harness. Reverse the process to install the new fuel regulator.

No you dont have to change the fuel pressure regulator unless there was something wrong with it to begin with.
