You may want to check to see if this was covered by the Chevy recall for the tailgate problems on the 2000 Silverado. I don't remember - you can either look up the TECH Bull. or just call your local Chevy dealer and ask. When I inherited my dad's truck, I looked at the recall/service CHEVY page and took the truck in to have that work done for free. Worth the phone call...
Most often the cause is two broken clips inside the tail gate mechanism. By pushing upwards you can remove the plastic bezel around the tailgate handle; its just snapped into place. You should now be able to see the mechanism under the handle. There are two metal bars coming in from the sides of the tailgate. These operate the latches on either side of the tailgate. They are attached to the central tailgate handle mechanism by plastic clips. One is pink and one is green; colored to indicate whether they go on the right or the left. You can get these clips from a dealership for about 5 bucks a piece. Hope that helps.
2 clips on bottom of bezel have to be pushed up via a very slim device such as a putty knife,etc and then pulled out & down to get free of the top retainer hooks. Tape secures both sides of the bezel to the tailgate so a hard pull may be necessary. (9 out of 10 times the bottom bezel clips break during removal)
Remove the two screws holding the assembly from inside with tailgate down. Carefully pull and wiggle assembly outward until the two clips release, unplug harness, remove the two 1/4" bulb retainer screws to get at the bulbs. I hope this helps you. Mark

The user manual says use a screwdriver to release the clips, this is incorrect. Having just changed the bulb on my wife's S-Max I can advise that the stainless steel clips need to be pinched together using your fingers and the whole lens assembly including the clips pushes out through the body of tailgate. drop down tailgate, unlatch both cannecting wires by pushing in on retaining clips. pull right side out towards you and pull drivers side out of clip
The 1995 Chevrolet Lumina dashboard is held in place with for retaining bolts and 12 retaining clips. Remove the retaining bolts and pry outward on the retaining clips.
On my 2002 avalanche, I was told to take the handle off and inside there are to blue or green clips with threaded rods in them. I just popped open the clips with a small screwdriver, then moved the rods out a few threads and reclip. IT WORKED GREAT MY TAILGATE WOULD POP OPEN WHEN I HIT A BUMP BUT NO MORE!!
Strip off all the inner trim of the tailgate. undo all wiring clips and remove as much of the wiring loom as possible. Then tape all plugs tightly to the wiring loom and pull the remaining loom bacwards through the tailgate at th point where it enters from the body of the car. Then unclip the air struts by removing the spring clips from the ball joint of the strut and pulling them off (tailgate has nothing holding it open now so use a broom or piece of wood to jam it open before doing so). remove the pins from the hinges or unbolt the hinge from the tailgate depending on how it is fitted. It helps if 2 people are doing the job.
2 torix screws in the handle wells, then pull, it is clipped into holes if you do this carefully the clips will not break
lower the tailgate, remove the two screws that look like they go into the side of the light, and pull the lamp out, the opposite side of the light is fastened with friction clips so you may have to tugg a little.
