When it is charging the screen reads: Battery Charging. When it is fully charged it reads: Battery Charged.

You can turn it on and check, but there should be a light on your phone that tells you if its fully charged by turning to a certain color.
Nothing with inbuilt batteries comes fully charged. It may have enough (usually it doesn't though) to power it on, but you'll need to charge most electronic devices before you use them. I know for a fact anything from Apple needs to be charged. That includes the iPod.

It means the device is on. I know the device is on and fully charged but the power light should be blinking green not red. Why is the power light blinking red when it should be blinking green??
