The cigarette lighter is held in place with a retaining ring at the top of it. Remove the retaining ring by turning it to the left. The cigarette lighter will come out. Reverse the process to install the new cigarette lighter.

You might be pulling too much power through the cigarette lighter. Also the cigarette lighter may grounding out for some reason or another. If the car has an aftermarket stereo, whoever installed it may have miswired it.

Gain access to the back of the console and screw the retainer back on to the receptacle.

It is situated behind the pales surrounding the cigarette lighter. Simply clip the panel off from the sides and the fuse will be visible at the back. This will come off with ease. Simply replace fuse and reclip panel back on. Will take no more than 10 mins to change.
there should be a plastic trim piece that will pop out to the left of the ashtray any cigarette ligter should fit and then just hard wire to a fused circuit
you know ive seen an s10 come through the shop that had a similar problem,see if you have anything plugged in to your 12 volt cigarette lighter,they had a charger that was bad and it would blow the fuse as fast as you could plug it in
Gain access to the rear of the socket. Unplug the wires from the rear. Unscrew the housing and the socket will come out the front.
It should come with a diagram on the inside of the box covering the fuses. It should say "cigar" or "cig" something like that
