"they cannot be" WHAT?

It depends on the car - some cars store the mileage in various places but some cars just have the mileage stored in an eeprom chip which can be "recalibrated" and once altered there is no trace of old mileage

Can a digital odometer read a 1 in front of the correct mileage if it is broken?

It is highly unlikely that a digital odometer would show a one in front of the correct mileage. It sounds like someone is trying to sell you a car and tell you it has less mileage than it really does.

Is there a way to tell if an odometer has been turned back?

If an odometer has been turned back you can usually see tell tale signs that the numbers don't allign correctly. The other way of checking is for wear and tear on the trim within the car. If the vehicle mileage is showing as 20000 miles and the steering wheel and gear stick trim etc is worn then you can put a reasonably safe bet that the vehicle has done far in excess of that mileage.
