Depends when morning starts which isn't always very clear. I would say it is based around the working morning which is usually 9am (in most cases), so mid morning would be between 9am and 12pm. Mid morning break is at 10:30am where I work. At the North Pole where there is 6 months of darkness I think mid morning would be a little tricky to work out.
