That depends on the traffic law/code where the vehicle is being operated. Check with your state's Department of Motor Vehicles, or the Hiway Patrol, or your local drivers license office. Generally, I think that most states laws/codes strictly prohibit the use of hazard lights when a vehicle is moving. Hazard lights are intended to "mark" a disabled vehicle. I don't completely agree with this as I consider any vehicle moving slowly [including a funeral procession] to be a hazard to traffic moving at normal speeds, but what you or I think doesn't count; it's what the law says that counts.

Have you checked for the flasher unit for hazards not sure where to find it on a cherokee.
Most corsa hazards work off separate fuses. i would start with that as that is the cheaper option.
The multifunction switch inside the steering column is bad.
The Park lights or your hazards
Blinkers, Reverses lights and Hazards are all wired into the same fuse. When a short occurs in one of the components all of the lights will cease to function. The fuse should be checked to see if they are in working condition.

It sounds like it needs a new flasher for the turn signals.the hazards have a different flasher.
