The power is specific to the lamp set.

The instrument cluster lights have their own fuse. It's a 5 amp at the bottom center of the fuse block. When the lights are on, the radio draws lamp power from the instrument cluster. This allows you to dim the brightness of the radio display with the other internal lamps.
This is from a 2001 Chevrolet Tracker owners Manual Dome Lamp 1. Gently pry the dome lamp lens from the lamp assembly using a screwdriver. 2. Remove the bulb by gently opening the retaining clip and sliding the bulb out. 3. Insert a new bulb. Make sure that it is seated properly. 4. Snap the dome lamp lens back into the dome lamp assembly.
I'm not a mechanic/technician but I think the GEM (generic electronic module) has something to do with the operation of all the items you listed. From what I have read , a Ford dealer has the ability to scan the GEM for trouble codes . I know on my 1995 Explorer the GEM is accessed by removing the radio , but I don't know if it has to be removed for a Ford dealer to check for trouble codes . Some interior lights do not have a switch per se ... the light fixture itself moves or tilts, and usually has three positions: # Off - lamp stays off regardless of door open or closed # Door - lamp lights when door is opened - shuts off when closed # On - lamp will remain on regardless of door open or closed

THINK YOU MAY HAVE A BLOWN FUSE. DOME LIGHT AND RADIO ARE NOT ON THE SAME CIRCUIT NORMALLY. NOT SURE WHAT YEARS YOU CAR BUT YOU CAN CHECK THE FUSEBOX ON THE DRIVER KICK PANEL TO SEE IF THERE IS A BLOWN FUSE. IT SHOULD SAY LOCATIONS ON THE COVER AND WHAT AMP IT IS. EASY WAY TO CHECK IS TO PULL IT OUT, THIS WAY YOU'LL KNOW THAT ITS GOOD OR NOT. SOME CAR MAY HAVE FUSE BOX IN THE HOOD FOR THE DOME LIGHT OR IT MAY SAY INTERIOR LAMP. IF THE FUSE ARE GOOD, YOU MAY HAVE A SWITCH PROBLEM WHERE ITS NOT GROUNDED. CHECK THE SWITCH MAKING SURE ITS NOT LOOSE. AS FOR THE RADIO, YOU MAY HAVE A BLOWN FUSE ON THE RADIO HARNESS ITSELF IF ITS AN AFTERMARKET RADIO, CHECK THAT, IF NOT, THE RADIO IS BAD. THE RADIO NEED ONLY THREE SOURCE TO COME ON. 1. CONSTANT 12 VOLTS, 2. IGN 12 VOLTS, AND 3 IS PROPER GROUNDING.
