Bad ECM. Had the same problem in my 94 Dodge b250 with 5.2 v8. I followed advice from one of the patrons from other websites and replaced my Ecm. It has been about a month and its not making any clicking noise and starts fine. When you open the hood the ECM is straight back around the middle of the firewall to the left of the battery. Replacing it takes 10 minutes. Make sure you disconnect the battery before taking off the ECM. When you buy new ECM make sure both numbers match. I bought mine remanufactured on ebay. try releasing the tension on the steering wheel by turning the steering wheel left or right as you turn the ignition key
