Yes you can but if you are using a 10W30 oil be sure it is synthetic or buy a straight grade SAE 30 Weight Oil.
Why? A standard oil (non synthetic) 10W30 oil has too many VI improvers.. additives that will break down in an application such as a lawnmower and cause the oil to no longer be a 30 weight oil. It will quickly become a 20 Weight SAE oil that will no longer protect the engine.
A synthetic 10W30 Small Engine oil does not have any of these VI improvers to break down and cause the oil to lose it's viscosity rating.
Basically.. do not use a standard 10W30 Car oil for your lawnmower.

Yes 10w30 is a good oil for snowblower or lawnmower.
you can use 10w30 or an sae 30 weight you'll find it in every hardware store this time of year
Most manufactures recommend SAE 10W30 or 30W. I recommend you use 10W30 Synthetic in any air cooled small engine.
NO, not in any lawnmower made in the last 40 years. Use SAE 30 or SAE 10W30 detergent oil.
10W30 can be used, but SAE30 is best. 10W30 can run a bit hot, in warmer climates.

Before working on the Toro model 20017 lawnmower, disconnect the spark plug. The drive belt is visible under the mover. Use a ratchet to remove the blade. The drive belt is now accessible and can be easily changed.
